Qualification: Level 3 Introductory Certificate in Fire Safety

This National Qualification is suitable for operational personnel who conduct fire safety checks of low risk simple buildings.

A foundation qualification aimed at those who are new to fire safety and operational personnel in fire and rescue services. It has been designed for operational crew managers and firefighters to assess and report to a fire safety officer on significant fire safety issues following operational incidents, community safety visits or premises visits under the Fire & Rescue Services Act etc.


Simple buildings

This qualification applies to those who fire safety checks of simple premises, such as small shops, offices, hotels, residential care homes and industrial units with a simple layout and easy means of escape. Premises which can be easily be assessed using a DCLG Fire Risk Assessment Guide.

NFCC Competency Framework for Fire Safety Regulators

This qualification is part of knowledge/skills competency requirements of “Non Fire Safety Specialist Personnel” e.g. operational crews or advocates who conduct fire safety checks of simple buildings

 National Occupational Standards

This qualification has three National Occupational Standards:

  • FS1: Identify and report fire hazards and risks
  • FS2: Assess risks associated with fire
  • FS3: Ensure protection measures are in place
